Agreements completed between Upstream, Guidiville,
and the City of Richmond (the City) in 2004 ensure ongoing
exchange between the Project and Richmond, so that the Guidiville
Tribe and local community prosper together. Examples include:
- Upstream, Guidiville, and the City agreed on a Land Disposition
Agreement (LDA), and Municipal Services Agreement (MSA)
under which the City would sell the property to Upstream/Guidiville
for
$50 million, and upon opening of the project, receive upwards
of $20 million per year annually for
20 years. These payments will help community development
programs all over the City.
- The LDA provides for preservation of all existing open
space through conservation and public access easements,
provides for construction and maintenance of the Bay Trail,
provides for rehabilitation of the Winehaven Historic District
to Secretary of the Interior standards, and for the California
Environmental Quality Act (CEQA) review of the Project by
the City initially, and if significant changes to project
plans were to occur in the future.
- The existing MSA includes first-source hiring goals to
achieve 40 percent of initial hires from the City, and living
wage provisions to ensure that every job is a good job.
- The MSA calls for establishment of a series of collaborative
meetings between City and Tribal representatives, so their
collective efforts can improve conditions for Tribal members
and Richmond residents for years to come. The project team
will use these collaborations to assist in directing the
community donation program to be established with project
revenues.
